Election rules and sample ballots




2024 CSCA Special Election


December 19th, 2024 – 5PM at the Community Center


Objective: Populate the Board of Directors with Nine Permanent Members


General Rules:


1.        David Kotomski (the Supervisor) will run the election and voluntarily abstain from voting.

 

2.        All nominees will have an opportunity to address the membership for three minutes. In the interest of time, no questions will be answered by the candidates.

 

3.        Three Tellers will count the ballots and be selected by the Supervisor prior to the meeting.

 

4.        No new business. This is an election, not a regular meeting.

 

5.        Two ballots will be handed out to each voter as they arrive and are validated on the voting membership list. The first ballot is for Phase I, the second is for Phase II.

 

6.        The Supervisor’s and Tellers tables will be at the back of the room and will be completely visible during the course of the election. No other members will be allowed closer than 10 feet from the front of the tables unless delivering completed ballots. The Supervisor and Tellers will not leave this area when votes are being tabulated.

 

7.        Ballots should be folded in half to conceal selections or turned in face down on the Supervisor’s table.

 

8.        Any disruptive behavior or attempts at interfering with the meeting or election process will result in the member(s) being removed from the proceedings at the discretion of the Interim President.

 

Phase I – Four Directors from the Nominating Committee

1.        Each candidate will have up to three minutes to address the membership, if they desire. No questions will be taken from the audience in the interest of time.

 

2.        Voting will commence and ten minutes will be allowed to turn them in at the Supervisor’s table. This time can be used for discussions with fellow members and the candidates.

 

3.        Members will select “Yes” or “No” for each of the four candidates or abstain by leaving the selection blank.

 

4.        To be elected to the position, each candidate must receive greater than 50% “Yes” votes of the sum of their “Yes” and “No” votes. (Abstentions will not count toward this total.) For example, if a candidate receives a total of 50 “Yes” and “No” votes, 26 or more of which are “Yes” they will be elected to that position. Anything less than 26 would result in them not being elected to the position. This satisfies the “50% plus one” requirement.

 

5.        After the ballot counts are complete results will be announced.

 


 

Phase II – Floor Nominations & Remaining Positions

1.        For each remaining open position, ranging from President to Director, nominations from the floor will be taken. For all nominations seconded, the candidate’s name will be written on a prominently displayed board. Each position will be addressed one at a time before moving onto the next.

 

2.        Each member can be nominated only once and only for a specific position. (e.g. – President or Treasurer or Director.)

 

3.        Director positions will be those remaining after Phase I, which may be as many as five or as few as one. The highest number of votes for each Director candidate will determine the winners of the open position(s). Each member will vote for as many Directors as there are open positions.

 

4.        Any candidate that ends up running unopposed will automatically win that position with any number of votes greater than zero.

 

5.        Starting with the President candidates and moving on to Directors, each candidate will have three minutes to address the membership, if they desire. In the interest of time, no questions will be answered by the candidates.

 

6.        The Phase II ballots will be pre-populated with candidates who submitted letters of intent and were selected by the Nominating Committee. They will also have entries for writing in the name of a candidate that was nominated from the floor only. These names will be prominently displayed on a whiteboard and anyone requiring assistance can ask the Supervisor, Interim-President or anyone else Interim President designates for help in reading or spelling a name. Any names written in for someone who is not a floor nominee will not be counted.

 

7.        Fifteen minutes will be allowed for completing the Phase II ballots, which allows for discussions with fellow members and the candidates.

 

8.        Ballots will be tabulated and the winners announced. The proceedings will then be concluded and the ballots and any other documents generated during the course of events will be retained for a duration determined by the Interim President.
